Verdict

Top Dog Pizza & Donairs is a well-known real Victoria restaurant at 262B Island Hwy, and the mail-application address (Room B, 262 Island Hwy, V9B 1G5) is the restaurant's own storefront, not a residence or PO box. A food service supervisor role at a busy pizzeria with mail-in resumes to the shop itself is normal small-business hiring.
